RFO's Report - Annual Parish Meeting - 29th May 2007

The Annual Audit for 2006/2007 has been called for 1st June, so the Annual Return is on the Agenda to be agreed and signed at the AGM immediately following this meeting. I am very pleased to say that Mr David Armstrong agreed to continue to act as Internal Auditor to the Parish Council for another year, and I would like to take this opportunity of thanking him for his continued support in this role.

There was one unusual expenditure item during the year and this was £13,540 of Section 106 money which the Parish Council was able to pay over to the Alconbury Sports and Social Club for their expansion of facilities. The Council no longer holds any Section 106 money.

The Precept for 2006/2007 was £19,500. This equates to an annual charge of £35.33 Council Tax for a Band D property. The unexpected and unplanned change in contractors for grass cutting in the Parish meant that there was additional expenditure to be met of nearly £3000.

Provision was made in the budget for two jointly funded minor improvement schemes, only one of which was successful. This was for speed restrictions along The Great North Road. Knowing that the second Scheme had not been successful, the Parish Council agreed to contribute £1500 towards the new path making a safer pedestrian crossing near the Heritage Bridge. A reserve of £4000 has also been set aside again this year for the Youth Group. Provision has also been made for a contribution towards the replacement bus shelter on the Village Green. When all these commitments have been met, there will be no funds available to make an addition to the general reserve.

Of the £13,430 held in the Deposit Account at the end of the year, £5000 is a general reserve. The remainder is held for the Youth Group. It is the Parish Council’s intention to build up the general reserve.
